You were right about being able to get the seals out without removing the bearing races. I used Chris H's method on the ugliest of the races and got it out with a little prying. Then I saw I'd been fooled by the dirt and gunk and by how tight the seal was, and got it out by pounding hard and bending a big chunk of it out. That worked on the other one too. The other race is in tight and there's no way to get any force on it other than a thin pry bar. Not sure I'm going to replace that one as it looks tolerable enough for a winch. I notice there's no seal for where the drum shaft comes out of the gearbox, so I guess that's just supposed to leak oil out and let dirt in. Seems strange, because it would have been easy enough to include a seal.
