I have an Image Event account with the $24.95 yearly subscription and the one time $24.95 Large File Support. Overall it has worked well, with minimal bugs. Currently storing 2,637MB worth of files. Been with them since 2003.
Photobucket has been a real pain for me to navigate, and share pictures when I have been trying to use someone elses album. I would not use their service based on my experience so far.
Picasa I have only used a couple times when people have sent me links to their albums, so I can't speak to the quality of that service.
As others have said, we have come a long was from 2003 when most photo hosting sites would not allow direct linking, and you had to own webspace (which I did, and still do, but Image Event is faster for the amount of swapping I do of images) or pay a premium service.
