Maybe some trick photography?? With a tripod and some video dubbing you could produce this just like Hollywood. Hard to tell as the picture is not high quality. Todd you are right, on a high speed line it seems incredible that someone would be on the tracks dinking around and not be protected with lookouts and train speed restrictions.
