I bought from VPW (I believe) some time ago a thin rubber gasket that fits between the cowl light base and the truck body. This looks like it would work well.
To better state my original question, what I wondered about is whether there is a gasket within the cowl light itself, for example between the chrome part and the glass lens?
In mine I can see that there was previously a fair amount of moisture that accumulated in the cowl lights inside on their bottom halves where the "bullet" was nearly rusted though in places.
