Cougars (or mountain lions, same thing) eat deer, yes. But not that many of them. And they are solitary animals, marking out territory on the order of a square mile or so. Their population is limited by geography, not hunting or predators.
But no, they're not going to reduce deer population by 80% in an area, I don't think. Think of them as deer hunters, who maybe take 2 deer a month per square mile.
