Thats possible or it could be a half *ss'd restoration looking for a fast cash in only for the new owner to find a truck full of bondo and rust. Spray paint wouldnt cost more then about 8$. If your idea is correct the seller should just clearly state premium restoration started but cant finish due to hard times. New owner will need to rebuild engine and or clean it up. In my opinion the engine area puts a lot of doubt in my mind about the rest of the truck.
