I talked to more than one junkyard owner about the clunker program, and they had a pretty good understanding of what they could sell and what they couldn't. My understanding was that the engine (maybe just the block, maybe the whole thing, I was not clear on that detail) and the unibody, or frame/cab had to be crushed. Parts that unbolted could be sold.
This is from a couple of very legit large scale yards (large new car inventory, 10 to 20 acres of cars) that would not be out there breaking laws over a handful of cars.
I did not look up the exact rules in the bill, so I may have details wrong.
