Different types of taps have a different amount of taper to them. The holes are so shallow that a standard "plug" tap (what's in most sets" won't cut very close to the full thread size. It might be enough, and it it will definitely be better than nothing, but a "bottoming" tap or a special thread chasing tap would be ideal, and a hard bolt with slots ground in it would be good to clean things out with before trying to pull the drum. I would spray some kroil in and let it soak between the hub and drum, and let it soften the rust in the bolt holes before starting to work. Basically if you try to thread a regular bolt into the holes and it jams up at all before it hits the hub, you should pull it out and clean up the hole. You want the force you're putting onto the bolts to go into pushing against the hub, not into jamming the bolt into a bunch of rust or stripping out the threads. Compressed air will be real good for blowing out the holes before and after chasing the threads.
