Does not say on the tube. I always apply it over the 2K High Build Primer, last thing before Color. Manny has a good point about its ability to stand weather not top coated. I dont know, maybe a search for that part number on the 3m web site will yield info.
I understand your application, why not shoot some primer over it for protection ?
