You did check the pump by hand before you installed it, didn't you? One finger on the outlet, pump it up, it ought to hold pressure. Old pumps get stiff diaphragms. I had a used one that I couldn't even work by hand, the diaphragm was so hardened up. I could see how old pumps slow down and don't pump any more.
