850$ 1947 WDX 12K original miles???

So I called him up and told him before I look at it that it's definitely worth more than 850$. Said he definitely knew this. He just wants 850$. I got there and IT'S NOT A POWER WAGON. It's a 1947 W-21 VIN#81229750. 12,600 miles. Dually flatbed. Not running turns over though. Looks damn good for a 47'. Now what do I do??
