If it is bias tubes to bias tires or radial to radial, yes they would work the same as a 750-16 to 900-16. You don't want to use a bias tube in a radial tire but you can use a radial tube in a bias tire. Bias tire don't give on the sides, they give in the center of the tread. Radial tires give on the sides but not center so the tire will wear a bias tube sides. I have temporarily used bias in radials and have seen the wear on the tubesides. Radial tubes have ribs to prevent wear plus can tolerate the higher temps generated by radial design. Go with radial tubes designed for the size tire.
I've never used any powder and never had a tube fail.
