Check to see if the throttle valve adjustment screw is setting on the flange housing stop. If it is, it probably needs to be backed off to slow the engine down. If it isn't, you have a problem with the linkage.
Once you do get it to idle properly, adjust the air screw at operating temp. You adjust by turning the screw in until the engine starts to slow down and backing it off until the starts to slow down, then screwing in to the half way point. Count your turns.
