My Chevy pickup did something like that once. I stopped at a rest area on a freeway trip and when I went to start it, it would only run at full choke, and when it did, it would race uncontrollably. The difference is when I opened the choke it would die. Turns out there was a 1/2" pipe plug in a hole in the intake manifold that had fallen out. I still don't know how it could happen that this plug that had been in the manifold for 40 years could work loose and then fall out when I parked it at the rest area. The plug was laying on the ground right under the engine. All I can figure is that it came loose, but the manifold vacuum was enough to hold it in place until I stopped. All I had to do was put the plug back in the hole and it was fine. Basically, with a sufficiently massive vacuum leak, the throttle has no effect, and the choke has to be on in order to get a rich enough mixture to burn.
