There must be some "loophole" for antique or classic vehicles manufactured prior to the last date their system goes to. Is it the US that you refer to as "why they can't just copy it off the title", or the country you are taking it into? Perhaps you could find an independent auto appraiser who would (for a fee) provide an appraised value?
