The other end of the chain goes to the other hole. Use a split-link, it looks like somebody sawed a link end at a taper, then pryed it open. Use a pair of Vise-grips to squash the link closed. Don't forget to put he chain on too...

There were two lengths of chains, one let the tailgate horizontal, the other only to a 45°.
