Wouldnt be a Civy, not even the mid 30's Panel's have a roof line like that, my '42 civy carryall shares nearly identical panes (see picture) as the military versions, just with different fenders (and a few other minor changes).
And none of the early panels had side windows; its a real head scratcher...
I think this was some sorta custom job, Looks really neat though.
