You are correct once again. The biggest killer of blown engines is the heat generated by the compression of the air to the carb, by running alcohol, you virtually take advantage of this heat to help atomize the juice and the side benefit is the cooling of everything associated.
You would have to watch for a freezing effect on the carb, but I believe a blended fuel would solve that. As to the powers that be? - Their coffers remain low and oil is an easy top up for them.
