The cool thing about biodiesel is you can make it out of any natural oil. You can use what grows regionally or whatever bulk commodity is undervalued or waste in your area. You can make it out of hemp, algae, or rendered animal fat.
BUT, in order to do this, you must have a stable industry. If the production plants go away, so do your options to make fuel from waste.
Soy protein meal is an important nutritional source, but your right most Americans (and more and more of the developing world) prefer to eat a chicken or a pig that was rasied on soy rather than eating the protein meal themsleves. When you grow beans to supply protein meal, you are left with surplus oil, which is the only part of the bean used for biodiesel.
