a friend with a good torch hand should be able to torch the bolts and leave the bracket untouched. we had a mechanic at our truck shop that could cut the outer pipe on a muffler / pipe joint and leave the pipe underneath. saving that, how about grinding the head down and using a drift to bang out the remains? if you are moving the brackets from the donor to the 2 by, why not remove the brackets from the donor by drilling / punching out the rivets and then you should be able to get a the bolts easier?
