I think the most difficult gear hub I removed was from a 3 inch shaft on an anchor windlass. I did everything you have mentioned including multiple application of heat and wax with a giant puller on it. It didn't slide off, when it finally let go it popped all the way off. Be careful.
It was an interference fit, pressed on with the shaft cold and the gear hot, and very difficult to get back together after we replaced the seal.
The only thing that seperated the two in my opinion was persistance. Yours sounds like its about ready.
