I've got a set of those punches that use a bolt through the panel to pull the punch, making a neat, large hole. Then, the knock-out plug from a new box will fit perfectly. Kind of thick, that allows you to grind it down flat after welding.

And welding the plug around in a circle will tend to shrink the metal, rather than leaving a dimple.
