front fender question

On the reinforcing plate (outside of fender) that the rear mounting bracket is riveted to, is the plate just riveted or is there a weld also? Mine has a lot of rust and I drilled the rivets this morning, but it is stubborn. Didn't know if it was just rusted shut or not.
