The crossover passage can be plugged almost completely with carbon. I used to use an electric drill with a 1/2" bit.
The machine shop ought to clean the passages in the heads.
Copey is right about your manual valve being a bad idea. Not that you can't control it, but the spring pressure made the system act as a pressure relief- it could only block it just so much before pressure builds up and pushes the valve open. So unless you want to engineer a spring into the system, like a manual choke carb has, put it back to stock.
The spring is a bi-metallic strip, more heat makes the tension release, the same system is used in automatic chokes.
