Bottom line is, it depends how much you increase the rolling radius of the WHEEL as to whether the brakes are affected. If you use a 20" wheel with a tire that doesn't exceed 36" the braking effect is not a lot different, so yes you can run 20" OK. If you put light 20" with light weight street tires you will reduce the unsprung weight and it might ride a little better on the road. If you put heavy 20" with say 11.00 truck tires on it you might find a few problems unless the brakes are boosted. You also need horse-power to turn those large diameter wheels or you will be forever changing gears.
