On that filter, the oil comes from the longitudinal galley in the block, into the outer side of the filter. The sludge can settle into the canister, and gets drained out via the plug in the lower/side. The outlet from the housing is actually from the pipe in the middle of the element. It goes to the block, where the pressure relief valve allows it to flow into the pan. The pressure relief valve is two-stage, first it opens the filter drain, allowing some loss of pressure from the galley to the pan. Then, at higher flows, the filter system still works, but the pressure relief valve also opens directly to the pan too.
I guess I always figured the 'outer sump' filter was better design. It allows for more sludge capacity in the canister, than an inside-to-out system, where the sludge capacity is limited to the inside of the element.
