ZeroRust has a web site with mucho details and tech advice email line. I bought the prep powder and used it after wire brushing frame on my M43. Then used their black paint from a rattle can. Covered great. I also used a product called Rust Not marketed from Plastikote in Medina,Ohio on the real rusty stuff that was wired off as well. The ZeroRust paint sticks VERY well. So far so good. Apparently the ZeroRust paint can be topcoated after scratched with wire or plastic wool.Good luck.
