I believe here in California I could get a title on that truck if I filled out a Satement of Facts as to how I recieved the truck, a Statement of Facts from the seller as to how he received the truck and why there is not a title, Bill of Sale, a weight certificate from a certified DMV weigh station and obviously nothing showing in DMV records as to a problem with the title.
They might make me get a bond if the value of the truck is over $3500.00 to protect them in case someone can prove later it is stolen.
As Fred said, each state is different but this is what I feel would work in California.
Remember, your doing nothing illegal, it's not your fault that there isn't a title on the truck and when they give you one, the state will receive some revenue for this.
If the person behind the counter can't help you, then he/she needs to find somebody who can.
