The accelerator pump on the Carter ETW1 is vacuum operated. The pump plunger is attached to a brass piston that rides in a cylinder in the bowl cover casting. They work pretty well, and they probably prevented a bunch of soldiers from flooding the engine as a result of pumping the throttle too many times when starting. When you stomp on the gas, the intake manifold vacuum drops, which allows the spring around the plunger shaft to push the plunger down into the pump well.
