It cuts into Dave's business is all I can guess. I know of no other PW rally that restricts people from selling parts. But if you sponsor and host the rally as part of your business, I guess. I am sure that Dave makes a bit of money at the rally and writes off all of his expenses sine it is sponsored by VPW. Having fun and making money is OK I guess.
