Dynamometers are used to measure horsepower today. What is actually measured is torque as a function of rpm. From these data, horsepower is calculated. The actual test procedures may vary, for example with or without exhaust system connected, and car companies may have fudged data in the past for some reason like advertising, but basically the horsepower ratings today do reflect "actual ability" of the engine to produce power. Because of the different test methods however, comparsion of engine outputs could be misleading.
