No spray can paint will work on a frame...waste of time & paint.
Sand sweep the frame & brush on marine epoxy if you don't have spray equipment...it costs about $50/gallon & no primer needed. Goes on satin black & it'll look as good as new...only last 10 times longer.
That's what I'd do!
Here's one I just did for Neil in Saskatoon. I used Endura but marine epoxy will hold up just as well.
That's my best advice :)
