They sell inserts that use regular threads. May need to go to 7/16 od.
Or make an insert? Saw off a bolt the larger size, put the bolt in your drill press, clamp drills in the vise- basically use the DP as a vertical lathe. Start the tap the same way, only unplug the drill press and turn the chuck by hand, with the chuck key or a bolt as a handle. This will all keep the hole centered and straight.
Or, make a stud, 3/8 on the bottom, 5/16 top. Chuck a sawn off bolt in your hand drill, hold it against you grinder, thread it after you grind it down to 5/16.
