But you are lacking tow things- a vent, for air to flow into the canister, and the oil presure plunger. A cylindrical item, the spring fits inside of it. No flow as long as it is still in the hole, blocking drainage.
But then, you will be draining the dirty side of the oil, back into the clean side of the system.
So, do it the same way everybody else has for 70 years- remove the drain plug, remove the top, remove and discard the element, swab out all the gunk from inside the canister.
But before discarding the filter element, look for numbers on it. And take dimensions. And make at least two more postings here, to verify that it is the correct element, and that you have a modern number, and that somebody does still make them.
