It's either spark or fuel. Your spark seems adequate so you must have a fuel problem. Since you have fuel present at the carb. inlet you may be looking at a stuck needle seat or float. You could also have old gummy fuel in the float bowl. If you're able, squirt a bit of fuel down the carb and see if she barks. As for being 180 out, the military distributor has an offset tang on the shaft that is hard to line up any other than the correct way. I hope this helps.
