Use a pipe wrench & a bar & snipe, sometimes it takes another hand on a tough one,,, you don`t need a torque wrench, that spec is just approximate. the idea is to crush the sleave till you have preload (slight drag that there is a torque spec for but if you don`t know it turning the pinion with a bare hand without hurting too much is about right lol) on the bearings. Be careful you don`t get to much,, backing off is not allowed. If that happens an added pinion brg shim against the sleave will save you from getting another collapsable sleave
