Back in their day, there were lots of small-time rebuild shops, plus lots of mechanics did them themselves, all with varying degrees of skill and attention to detail. It sounds like yours has already been rebuilt at least once by somebody who wasn't so careful.
I've done several of the AC pumps and never had a rebuilt one fail again. Since you don't normally have to remove the arm when you rebuild an AC pump, unlike a Carter unit, you can use any method you like to make sure the pin stays in forever this time.
