When I was doing my PW, I found an ad for Rock Valley Auto parts in Street Rod magazine. They fabricate stainless steel gas tanks. They have been sold in the past 5 years or so, but the ad is the same. I sent them my tank and they made one that was twice as wide...giving me about a 35 gallon tank. This however eliminated the possibility of using a rear PTO however. The tank was well make with a brushed finish.
There are removable tire carriers that fit standard receiver hitches. If you will be fabricating a new rear bumper it might be worth looking into a swing out carrier that will slide into a receiver hitch. That way you could use the tailgate without needing to remove the spare each time. Even cleaner would be to notch the bumper and recess the receiver into the bumper to give a flat posterior surface.
It would be a good idea to keep all of the weight of one of the spares off of any of the wood structure and supported by either the bumper or some type of spare mount.
