If the other lights dim, but the brake lights don't go on when you apply the brakes, you definitely have a short to ground somewhere downstream of the brake switch. There are lots of other possibilities too, but they get complicated to explain.
Ammeter should normally drop just a hair when the brake lights come on because, after all, they do use electricity, but if it seems like it drops too much, as in even more than when you turn on the headlights, that again points to something being grounded out downstream of the brake switch.
If all the other lights and electrics work fine, it's not a bad ground, except in the sense that it's bad that the hot wire to the brake lights is getting grounded somewhere.
