If I wanted to paint my springs, and was concerned about rust, I would:
1. Leave the spring packs assembled,
2. Sandblast the exterior,
3. Bake them in the oven at 250 degrees until they reached that temp,
4. Melt some candle wax, take the assembly out of the oven and lay it on its side and brush the wax on each side.
5. The wax will penetrate a good distance in between each leaf leaving a thin coating while waterproofing the interior/exterior of the leafs.
6. Paint when cool, but use rust-oleum rusty metal primer which sticks well to the wax before the top coat.
You may want to try it on a piece of metal before doing your springs
