I had something like that on my 67 Chevy pickup. One rear brake would drag periodically. Sometimes it would be fine and sometimes it would drag. Cut my mileage down from 13 to 7 when it was dragging. It was obvious which one was dragging whenever I'd stop after a long drive because the wheel was hot. I took the drum of several times and couldn't see anything that looked wrong. I even replaced the adjuster (star wheel) once. Still had the problem off and on. Finally I decided to shotgun it and replaced everything in there except the wheel cylinder, and it's been fine since. I'll never know if anything was really bad or it just needed to be all taken apart, cleaned up, and put back together. I suppose it could be that the shoes should have been arced, which I've never done, and one of them was off just enough to make the adjuster not work right and cause it to drag. Sometimes it's just a mystery.
