There are as many methods as there are carpenters! A method I have used successfully is to either use 2x4's ripped in half into 2x2's Get 1/2 as pressure treated and 1/2 spruce. Using a long ripped p.t. 2x4 as a bottom plate, and a long ripped 2x4 spruce as a top plate stud up the wall with the ripped 2x2 p.t. studs against the foundation wall. Then insulate right over the 2x2 wall with Reflectex, a foil faced bubble wrap insulation that comes in rolls. Then frame up another wall using another long p.t. bottom plate and spruce 2x2 studs nailing through into the p.t. studs behind. Now you have a 2x4 wall depth that you can run wires in, p.t. where it contacts the cement, and spruce in the conditioned space. should you get water in at some time, the insulation wont be damaged. We did a basement this way, and a year later they had a flood with about a foot of water on the floor. We came in, took out the baseboard and the bottom 4' of drywall and set up fans to dry it out. later replaced the band of drywall and replaced the baseboard and they were back in business.
