Dual action actually has gears in the head, it makes a funky motion. If you try to turn the disc, it will forcibly oscillate. (Remember Spirographs?) Very expensive to make, with those gears.
Random Orbit is just a bearing in the disc, and a offset shaft on the motor. Very cheap to make, whatever brand. I use Dewalt or Porter-Cable electric RA sanders. Either sticky or velco paper. I do have an old dual action air powered sander, but it gets too darn cold to hold on to, what with using more air than a five hp compressor makes. If cold hands are not an issue, the cheapest way to go is a chinese air powered RA. Probably $12.
Are IRs even made in the USA anymore?
