Looks alot like my truck. It too was a NJ brush fire truck. Mine had decking added to the rear for the guys to stand on and a 100 gallon deisel tank in the bed. All the roll bars were schedule 80 and decking was 1/4" diamond plate - weighed ~ 400lbs when removed.
In my experience, the FD took good mechanical care of the truck. They just goofed up the wiring to add lights/radios/?? and used a cutting torch rather than a drill to make some of the holes for wiring and the roll bar attachments to the frame. Nothing that a welder couldn't fix. Check these spots on this truck in case it was the same guys converting the truck. A cutting torch is not the best tool to make bolt holes in a truck frame for the roll bar mounts.
