If the clearance between brake shoe and drum at the heel is 0.006-inch, when the clearance at the toe is adjusted to 0.012 inch, an anchor bolt adjustment is not required.
If it isn't, then you need to perform the adjustments together (cam/anchor bolt) until you get the above or your shoe will not be centered.
Then adjust shoe drag using the cam.
