Usually rivets are grade one or two. You can used grade 8 bolts, but the shoulder area must be as long as the thickness of the peices, and the bolt shoulder area must fit tight in the hole (hammer drive it tight), ot it will elongate over time from flexing. Use selflocking nuts with lock washers and thread lock, or lock washer and castle nut and cotter pin to lock. Torque nut to specs for bolt size.
