Master cylinder push rod ought to have some play in it.

Get underneath and pull the pedal while watching the piston end- you'll need to pull the boot back to see. If there is no play, the piston may not be returning enough to allow the fluid back out of the system. About 1/16" is good.

If it is only one axle it might be a bad flex hose. One front cylinder might be that flex hose.

Or, it could be gummy wheel cylinders. So sticky they don't return- pedal pressure pushes them out, but the springs can't push the gunked up pistons back in. Rebuild kits are available.
