Lots of wheel cylinders get sticky after 20-30 years of sitting. Then the brakes get a bit sticky. Next time you get it up to 35 for a couple minutes, smell and feel you hubs/drums. Ought to be barely warm. If hot, jack it up and try to spin the wheels by hand. No spin, time to learn how to do brakes.
Could also be a master cylinder push rod too long, adjust it shorter.
