you're right they are cams but these type of brakes they used to call "fixed" Later drum brake systems the shoes "float" . those are called servo type brakes. Our PW brakes are not servo type and the shoes do not float. adjustment is very specific and "close" or by "feel" will result in poor brake performance. If you have a manual, adjust the shoes by instruction in the manual for best results.
