I'm probably just going to replace it with a toggle switch. I don't like having to rummage around for the keys anyway, or risk losing them in the snow 10 miles out in the boonies. With 4 identical unlabeled toggle switches on the dashboard, I don't think any of the neighborhood punks will figure out how to start it. If I get too worried, I can hide a kill switch somewhere or pull the ignition fuse.
I just would like to know if anyone else has encountered a strange switch like this or knows why they did it this way.
